Where does it actually live?
In a Canadian region, and nowhere else. U.S. voter files sit in a different database on different hardware — there is no query that spans the two, because there's no connection to run one on. Inside the region, every roll record is fenced to your campaign by row-level security.
Whoever runs your election decides who gets a list at all — Elections Canada, your provincial Chief Electoral Officer, or your municipal clerk. They license it to your campaign, never to your software.
